Excellent article. Better late than never for sure but let's hope it's done properly. The clean-up MUST acknowledge the contaminated groundwater.

To pick up on your points, the groundwater aquifer/s (water tables) in the surrounding areas are not 'at risk of contamination' they have BEEN PROVEN TO BE CONTAMINATED by Greenpeace, CSE, Bhopal Medical Appeal and others.

There is litigation pending, in the US courts, where it is acknowledged that the groundwater contamination was a result of the slack operational procedures at the plant whereby toxic waste was simply dumped in landfill sites on the factory premises (and later pumped into giant Solar Evaporation Ponds outside of the factory site). This is accepted as a separate disaster form the gas disaster of 1984 and, in fact, pre-dates it.

This ground water is being drunk by many thousands of people and the clean-up must acknowledge this.
